Regina Quattrochi, Esq. and Eric Brantley look over flyers printed with the failing grades before the rally begins. Quattrochi is the CEO of Bailey House, the nation's first "congregate residence" for people living with HIV/AIDS, located in NYC.
Speaking to the crowd, she declared that the laws regulating subsidized city housing are failing residents with HIV/AIDS by charging them higher rents than other disabled New Yorkers.
